2025 Awardees Selected for Game Changer Fund

As of 2025, the CNCA Game Changer Fund is pleased to announce the award of four projects this year that leverage a whole-system approach in concert with principles of climate justice and economic viability.

  • Amsterdam — Solar Panel Reuse Chain for Social and Environmental Impact (2-year project — In progress)
    This project establishes a scalable and consistent reuse chain to rescue solar panels that would otherwise be discarded from premature replacement. This reduces e-waste and promotes renewable energy access, social equity, and climate justice. The reuse chain enables reliable collection, testing, and storage of certified, well-functioning solar panels for installation in underserved communities, allowing residents to benefit from renewable energy and reduce their energy costs.
  • Boston — City Support for Private-Sector Renewable Energy Power Purchase Agreements (1-year project — In progress)
    While U.S. cities typically do not directly support private renewable energy procurement, community organizations and property owners have requested city-supported solutions to lower costs and simplify access to renewable energy. The City of Boston will develop an innovative model that demonstrates how to leverage strategic public-private partnerships to respond to these requests and advance carbon reduction goals.This project will ultimately identify the role of a municipality in how to enable large to medium-sized property owners to procure large amounts of renewable energy to meet emissions requirements through high-quality, scalable Power Purchase Agreements.
  • Melbourne, Australia — Fair Energy Futures: Combating Energy Poverty in Australian Capital Cities (7-month project — Completed. See update here)
    This project sought to investigate the systemic causes of energy poverty to improve understanding of the energy hardship and climate vulnerability in high rise apartment communities, and identify responses that local governments can pursue to address complex and interrelated sets of issues. Project partners developed a Fair Energy Futures Research Report to serve as a policy, program, and initiative delivery guide, addressing energy affordability within the broader context of enabling inclusive climate action, community resilience and a just transition.
  • New York, USA — Cutting Carbon in NYC Co-ops and Condos: Capacity Building and Empowering Communities (2-year project — In progress)
    To advance equitable decarbonization, energy affordability, resident quality-of-life, and compliance with local building and performance standards, the City will hold 
    a series of hands-on community workshops that empower housing cooperative shareholders and condominium owners to develop long-term decarbonization plans and champion decarbonization projects in their buildings. Topics covered will include the increasing of renewable energy uptake, executing energy efficiency retrofits, and the development of collaborative carbon neutral districts. Participants will be equipped with the tools and expertise to mobilize boards and generate stakeholder buy-in, assess current building conditions and identify efficiency opportunities, develop strategic decarbonization plans, navigate financing and incentive options, vet and select vendors, and execute work plans.
