London: A New Approach to Whole Life Carbon Policies

The Greater London Authority is now reviewing its approach to whole life carbon (WLC) policies. This report informs London’s policy development by analyzing the experiences of four pioneer CNCA member cities—Helsinki, Oslo, Toronto and Vancouver—with additional insights from Stockholm and the Pacific Coast Collaborative (PCC).
The Greater London Authority is now reviewing its approach to whole life carbon (WLC) policies. This report informs London’s policy development by analyzing the experiences of four pioneer CNCA member cities— Helsinki, Oslo, Toronto and Vancouver—with additional insights from Stockholm and the Pacific Coast Collaborative (PCC).
It also draws on insights from a stakeholder workshop organized with C40 to explore three questions:
- What political, technical and social processes can London learn from other cities when setting WLC targets?
- How can the social impacts of WLC policies be managed?
- How have schemes referable to the Mayor performed against existing benchmarks, and where do stakeholders see opportunities for improvement?
