Oslo: Setting, Reporting and Tracking Low-Carbon Targets for Municipal Buildings

Year Completed: 2025

How do you turn embodied carbon targets into day-to-day decision-making on real projects? Oslo offers a useful example through its development of an early-phase LCA procedure, supported by clear guidance, historical project data and a public dashboard for tracking emissions from building materials.

The work was tested on two pilot projects and showed real value where it matters most: at the early decision stage of construction, when material choices and structural strategies are still flexible.
